Does a lead have to be pat tested aswell as the appliance?

When a pat testing company goes out why is it that some of them charge to test the lead on an appliance and some dont? Money making??

Surely the lead will be tested when the appliance is tested anyway wont it?|||Its more for liability reasons and if an appliance has a wire replaced. E.G. say a community centre plugs a kettle to the mains with a new wire that hasn't been PAC tested and the wire has a fault and a kid gets electrocuted then the centre would be liable because they didn't get the wire tested.
