Is crackle paint suppose to have a rough appliance?

I just bought some crackle nail polish and it has a rough appliance, it builds up and it's not smooth. Is it suppose to be like that?|||yes it is just put a top coat on there and it will look good shiny, if you dont use a top coat it will chip off|||Yupp. I love that stuff. I love using the black crackle by OPI over white nail polish.
