Can you charge a 120v appliance to a computer power supply unit?

My electric shaver is a 120v appliance, and here in the Philippines our supply is 220v.|||You can buy a voltage converter to reduce your 220 volts to 120 volts for the shaver. They're cheap and can be found in many stores that sell luggage or in travel stores.
